INVITATION FOR BIDS (IFB)

BANDARANAIKE INTERNATIONAL AIRPORT DEVELOPMENT PROJECT - PHASE II STAGE 2 Package ‘A1’ (Completion of Package ‘A’ - Passenger Terminal Building and Associated Works)

Sealed Bids are invited by the Chairman, Cabinet Appointed Procurement Committee (CAPC), for the construction and completion of Bandaranaike International Airport Development Project Phase II Stage 2 – Package ‘A1’ (Completion of Package ‘A’ – Passenger Terminal Building and Associated Works).


The scope of the Bandaranaike International Airport Development Project Phase II Stage 2 – Package ‘A1’ consists of construction and completion of the Main Terminal Building, Pier No.2 & Pier No.3 and associated works including completion of elevated roadway, utilities such as power supply system, sewage disposal system and water supply system.   


The construction period is 30 months. 


The Original Contract for Package ‘A’ – Passenger Terminal Building and Associated Works commenced in December 2020 and it was scheduled to be completed by December 2023.   However project was terminated in December 2022 due to economic conditions that prevailed in the country during year 2022. 


At the time of termination, the progress of the project was 6% with procurement of many materials/ equipment by the Contractor with the intention of the completion of works. 


The proposed Contract Package ‘A1’ is to complete the balance scope of Package ‘A’ Contract and materials/ equipment purchased by the previous Contractor are offered to the bidders of Package ‘A1’ to utilize them for the works. 


Site inspection for the Employer supplied materials will be held at 10.00hrs on 04th October 2024 at the Consultant’s Projects Office, Air Cargo Premises, BIA, Katunayake, Sri Lanka. 


The Government of the Democratic Socialist Republic of Sri Lanka has an existing loan received from Japan International Cooperation Agency (JICA) towards the part of the cost of construction of Bandaranaike International Airport Development Project Phase II Stage 2 – Package ‘A1’.  The Government of Sri Lanka has officially requested for additional funding by JICA’s ODA loans for the balance cost of construction of Bandaranaike International Airport Development Project Phase II Stage 2 – Package ‘A1’ and it is under consideration by the Government of Japan and JICA. 


It is intended that part of the proceeds of the above loans will be applied to eligible payments under the Contract for Bandaranaike International Airport Development Project Phase II Stage 2 – Package ‘A1’.


Bidding will be conducted through procedures in accordance with the applicable guidelines for procurements under Japanese ODA loans and is open for all bidders from eligible source countries as defined in the bidding document.


To be eligible for contract award, the successful bidder shall not have been made ineligible by JICA and shall also meet eligibility requirements in Volume I: Procurement of Works – Section III of the bidding document.


Interested bidders may obtain further information from Supply Chain Management Division of Airport & Aviation Services (Sri Lanka) (Private) Limited, Bandaranaike International Airport, Katunayake, Sri Lanka and Bidding Documents could be inspected free of charge at the Supply Chain Management Division from 09.00hrs to 15.00hrs on working days from 24th September 2024 to 23rd December 2024 or it can also be inspected free of charge from the website, www.airport.lk.


Bidding Document in English Language may be purchased between 09.00hrs to 15.00hrs on all working days up to 23rd December 2024 from 24th September 2024 from Supply Chain Management Division of Airport & Aviation Services (Sri Lanka) (Private) Limited, Bandaranaike International Airport, Katunayake, Sri Lanka on payment of a non-refundable fee of Sri Lankan Rupees equivalent to US Dollar 1600 (One thousand six hundred United State Dollars) per document or can be downloaded from the Airport & Aviation Services (Sri Lanka) (Private) Limited web address www.airport.lk by making an online payment of US Dollar 1600.


The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions made in the Standard Bidding Documents under Japanese ODA Loans: Procurement of Works October 2019. 


The Instructions to Bidders governing this bidding process are the “Instructions to Bidders” included in Option A: Two-Envelope Bidding, Section I of the Standard Bidding Document for Procurement of Works (version 2.4) published by JICA in October 2019.  Bidding process shall be conducted without pre-qualification. 


Bids shall be delivered to the address - Chairman, Cabinet Appointed Procurement Committee (CAPC), Ministry of Ports, Shipping and Aviation, Level 30, West Tower, World Trade Centre, Colombo 01, Sri Lanka on or before 14.00hrs on 24th December 2024 Late bids will be rejected.  Bids shall be opened soon after closing in the presence of the bidders’ representatives who choose to attend. 


All bids shall be accompanied by a Bid Security (on demand bid bond) in the amount of Sri Lankan Rupees Four Billion (LKR 4,000,000,000.00) issued as per the Clause 19.1 of Bid Data Sheet of the Bidding Document by the Institutions specified in the Bidding Document. 


All Bidders and their designated representatives are invited to attend the Pre-Bid meeting and the site visit at 14.00hrs on 12th November 2024 at the Board Room, 2nd floor Terminal Building, Airport & Aviation Services (Sri Lanka) (Private) Limited, Bandaranaike International Airport, Katunayake, Sri Lanka.
