REQUEST FOR PROPOSAL (RFP)

CONSTRUCTION OF A MULTI STOREY CAR PARK AND COMMERCIAL SPACE AT BANDARANAIKE INTERNATIONAL AIRPORT KATUNAYAKE, SRI LANKA

Proposal No: 007/T/2023

The Cabinet Appointed Negotiation Committee (CANC) on behalf of Airport & Aviation Services (Sri Lanka) (Private) Ltd., invites proposals for “Construction of Multi Storey Car Park and Commercial Space” at Bandaranaike International Airport (BIA), Katunayake Sri Lanka, from entities  fulfilling following minimum requirements:

(a)    Experience in design and construction of minimum 02 numbers of building projects each at the cost equal or greater to this project over the immediate past 10 years.

(b)    Experience in Design, Build and Operating Projects over the immediate past 15 years.

(c)    An average annual turnover during the immediate past five (5) years on construction works  to the value of at least United State Dollars Thirty million (USD 30,000,000) or equivalent in other currencies at the date of proposal opening. 

(d)    The Proponent shall have sufficient (at least equal to the project cost) credit line facilities for the completion of the construction works.

(e)    The proponents shall have a balance sheet with positive net assets for financial year 2022/2023

Submission of proposals are open to firms and Joint Ventures of any nationality.  In case of Joint Ventures, all parties to the Joint Venture shall be jointly and severally liable for the entire work. 

RFP Document in English Language can be purchased from 17.07.2023 between 09.00 hrs. to 15.00 hrs. on working days up to 31.08.2023 from the Supply Chain Management Division, Airport & Aviation Services (Sri Lanka) (Private) Limited, Bandaranaike International Airport, Katunayake, Sri Lanka on payment of a non-refundable fee equivalent to US Dollars 300 in Sri Lankan Rupees.  In addition, the document can be down loaded from the web www.airport.lk making online payment of US Dollars 300.  RFP document could be inspected free of charge at the above address and website.  However, proposals should be submitted on RFP documents purchased by relevant party.

Proposals will be closed at 14.00 hrs. on 18.09.2023 and will be opened immediately thereafter in the presence of the Proponent or their authorized representatives at the Aviation Division, Ministry of Ports, Shipping and Aviation, Level 30, West Tower, World Trade Center, Colombo 01, Sri Lanka.

Completed Proposals shall be sent to reach the address above not later than 14.00 hrs. on 18.09.2023.  Late submissions will be rejected and returned unopened.

All Proposals shall be accompanied by a Proposal Guarantee (On demand) in the amount of US Dollars Two Hundred Thousand (USD 200,000/-) or equivalent in Sri Lankan Rupees issued by Institutions listed in the RFP Document.

Proponents or their designated Representatives are invited to attend Pre-Proposal Meeting at 10.00 am on 17.08.2023 at the Conference Room, 4th Floor, New Administration Building, Airport & Aviation Services (Sri Lanka) Private Ltd., Bandaranaike International Airport, Katunayake, Sri Lanka.  The Pre-Proposal meeting will be followed by a Site Visit.  Meeting will also be connected through ZOOM and the connection details will be provided to Proponents who had purchased the RFP document.
