CALLING EXPRESSIONS OF INTEREST (EOI) TO INVEST DIRECT / INDIRECT AVIATION RELATED BUSINESS VENTURES AT MATTALA RAJAPAKSA INTERNATIONAL AIRPORT (MRIA), SRI LANKA

The Ministry of Ports, Shipping & Aviation on behalf of Airport & Aviation Services (Sri Lanka) (Private) Limited [AASL] invites proposals from Prospective Investors to Direct and Indirect Aviation related business ventures at Mattala Rajapaksa International Airport (MRIA), Hambantota, Sri Lanka.

The Direct / Indirect Aviation related business ventures which are intended to be established are as follows;

Direct Ventures Indirect Ventures
Maintenance Repair Overhaul (MRO) or MRO Support Services Renewable Energy Industry (Solar Panels)
Flying Schools / Aerospace Engineering Schools  Resort Hotels & Hospitality Services including Branded Shopping Outlets / Spa & Therapy
Aircraft Spares Manufacturing / Storage Services Industrial Parks (Manufacturing, Packaging,Warehousing)
Fixed Base Operations (FBO) Logistic Services (Warehouse, Freight Forwarding,Courier Services, Transportation)
Long Term Aircraft Parking  

Prospective Operator / Investor upon selection shall be allocated spaces to build their required infrastructure and initiate operations subject to necessary approvals and clearance obtained from the required Government Organization as may be necessary and applicable depending on the nature of each business, which should be obtained by the Operator directly from such relevant approving Authorities.

An area in extent of 198 Hectares (489 Acers) have been reserved for the establishment of the said Facilities in total. A Lease Agreement shall be entered into by the Prospective Operator / Investor with Airport & Aviation Services (Sri Lanka) (Private) Limited, to occupy the land(s) within the segregated zones allocated for each individual venture valid for a period stipulated from the date of Letter of Award (LoA).

A Site Visit to MRIA shall be arranged by AASL where Prospective Operator / Investor are expected to familiarize themselves with the local conditions in Hambantota and Airport operating practices. 

The Information Memorandum comprising conditions and other details can be downloaded from the website of the AASL “www.airport.lk” which is available free of charge. The Information Memorandum can also be obtained on working days upto 10th July 2023 from the office of Commercial & Properties Division of AASL, Room No.35, 2nd Floor, Passenger Terminal Building, Bandaranaike International Airport, Katunayake, Sri
Lanka.


Proposals should be made adhering to the guidelines provided in the Information Memorandum. Submission of the proposals should be on or before 2.00 p.m. on 10th July 2023.
