Main
Objectives
Being
a signatory State
to Chicago convention
of ICAO. Sri Lanka
complies with
Air Traffic Rules
and Procedure
in conformity with
ICAO standards & Recommended
practices (SARPS)
which are regulated
by the Director
General of Civil
Aviation.
AASL
fulfill this requirement
on behalf of the
Sate being appointed
as the sole Air
Navigation Services
Provider (ANSP).
Air
Navigation Services
(ANS) Division
operates
as a key player
of the entire
Organization
of AASL in its
aims
and objectives,
obligations and
corporate strategies.
The ANS Division
in addition to
the provision of
Air
Traffic Management/Control
Service in accordance
with ICAO SARPS
is also responsible
for the two supportive
services namely
Aeronautical
Communication
Service and Aeronautical
Information Service as well with the
objective of ensuring
safe, expeditious,
orderly, efficient
and economical
flow
of Air Traffic
into
and out of BIA
as
well as throughout
the Sri Lankan
Airspace
/ Colombo Flight
Information Region
(FIR) in accordance
with all Standard
and Recommended
Practices (SARPS)
of International
civil Aviation
organization
(ICAO).
The
division carries-out
its core functions
through the Control
Tower, Approach Radar
Control Centre, Aero-com
Centre and AIS Headquarters/Briefing
Office situated at
BIA and the Control
Tower, Area Control
Centre, Flight Information
Centre, Search & Rescue
Centre, Aeronautical
Communication Centre
and International
NOTAM Office (NOF) situated
at BIA.
The
General Offices located
at BIA and Ratmalana
provide supportive
services in the discharge
of the operational
and administrative
functions of the
Division.
Maintaining
and up-keeping the
standard and the
quality of these
services either in
par with or better
than those within
the region in terms
of infra-structure/equipment,
human resources and
procedures, this
division continues
to provide a more
than satisfactory
service to airlines
operating to and
across Sri Lanka
at present whilst
attracting more and
more airlines thereby
directly contributing
towards achieving
overall long term
corporate objectives
of the organization.

from the Aircraft

its Take-off from
runway and vice
versa after landing
on Runway, on air
between ground and
4000 feet within
a radius of 10 nm
from BIA. It not
only provides separation
to aircraft from
one another and/or
from terrain, but
also vital information
viz. local and
en-route weather,
hazardous information
(if any) and alerting
service if/when
in distress.
Approach
Radar Control
Center takes-over
traffic departing
BIA and/or Ratmalana
Airports passing
4000 feet or 10
nm or even earlier
in order to provide
more efficient
and expeditious
Air Traffic Control
Service using Mono-pulse
Secondary Surveillance
Radar (MSSR) equipment
installed at BIA
and hands them
over to Colombo
Area Control Centre
when passing 15000
feet or reaching
60 nm from BIA.
Conversely
the arriving aircraft
are taken-over
from Colombo Area
Control Centre when
passing 15000 feet
or reaching
60 nm from BIA and
handed-over to BIA
or Ratmalana Control
tower within the
vicinity of the airport
or in most instances
on Final Approach
to Land. All aircraft
transiting the
area of 60 nm of
Katunayake below
15000 ft are also
provided with Air
Traffic Control
Service. In addition
to providing safety
to all these aircraft
an overall air
surveillance across
the Radar Coverage
is also within its
purview whilst Radar
Flight Information
Service and Alerting
Service are also
provided where appropriate.

separation between
aircraft before
handing them-over
to the adjacent
Area Control Centres
in Chennai or Trivandrum
in India, Male`
in the Maldives,
Jakarta in Indonesia
or Melbourne in
Australia. Conversely
all arriving air
traffic taken-over
from the above
adjacent ACCs are
handed-over to
Approach Radar
Control Centre
when they are within
60 nm of Katunayake
approaching 15000
feet descending
to approach and
land at BIA. Two
(02) Sectors have
been identified
within ACC , namely
Terminal Control
Area (TMA) and
Oceanic Control
(OCP) to control
aircraft flying
over land and ocean
respectively.
Flight
Information Service
(FIC) is co-located
with the ACC in
order to provide
Flight Information
Service to all
flights within
Sri Lankan airspace
/ Colombo Flight
Information Region
(FIR). It constantly
coordinates with
all adjacent FICs
in order to provide
an uninterrupted
service to all
flights.
Rescue
Coordination Centre
(RCC) is also
co-located
with the ACC and
activated whenever
a necessity arises
for the Search
and
Rescue Service
mission
in or around Sri
Lankan Airspace
/ Colombo FIR.
SAR
Activities are
coordinated
with local agencies
as well as international
organizations
in
order to endeavor
successful rescue
missions in respect
of aircraft and/or
vessels within
the
region.

NOTAM Office (NOF) located at BIA
is responsible
for the issuance
of all NOTAMs in
respect of activities
in Sri Lanka under
the guidance of
Head of Air Navigation
Services and the
direction of the
Director General
of Civil Aviation
of Sri Lanka.
It also collects
and tabulates all
NOTAMs in respect
of aerodromes and
airspaces relevant
to the users of
BIA and Sri Lankan
Airspace and make
folders of same
available for airlines
for peruse
AIS
Aerodrome Briefing
Unit at BIA serves
the AIS needs
of
all users of BIA
that includes
information
pertinent to intended
destinations and
other airspaces
en-route enabling
them to gather
all required information
round-the-clock
for the operation
of their respective
flights. An Automated
Pre-Flight Information
Bulletin (PIB)
is
expected to be
available
shortly.

domestic flights

hrs on weekdays where
all their AIS needs
outside this period
are met by AIS Aerodrome
Briefing Unit at
BIA.
Main
objective of the
Aeronautical
Communication Operations
Department is the provision
of telecommunication
services and radio
aids necessary for
safety regularity
and efficiency of
international air
navigation by maintaining
standards and practices
recommended by the
ICAO.
Primary
task of Aeronautical
Fixed Service is exchanging of
Aeronautical messages
worldwide between
Aeronautical Fixed
Stations nationally
and internationally
for safety or
Air Navigation
and for economical
operation of air
services.
Main
AFTN switching
center
is established
at
Ratmalana Airport
and is directly
connected to worldwide
through Mumbai,
Singapore
and Maldives and
is also connected
nationally to
Bandaranaike
International
Airport
(BIA) for exchange
of necessary information
over the network.
Messages pertaining
to distress, Flight
safety, Flight
regularity,
air traffic services,
administration,
over-flying, landing,
refuel stops,
ferry flights,
ambulance
flights, charter
flights, aviation
security, customs
and immigration
are received through
main receiving
terminals
at BIA and disseminated
according to priority
classifications
to its recipients.
Aeronautical
mobile service also
established at
Ratmalana
Airport is equipped
with long range
HF radio equipment
for the exchange
of flight information
pertaining to
inbound,
outbound and over
flying aircraft
operating round
the clock within
and outside flight
information region
(FIR) assigned
to Sri Lanka beyond
the VHF coverage
.
